Rolluda Architects partnered with NOAA and its tenant, the National Marine Fisheries Service, to deliver comprehensive predesign, programming, and master planning services for the Mukilteo Science Center project. To refine and elevate the existing facility program, the team conducted rigorous site investigations and local code reviews while facilitating a series of collaborative interviews, workshops, and design charrettes with NOAA staff and key regional stakeholders, including the City of Mukilteo and Washington State Ferries. This discovery process was supported by extensive research into public records to evaluate critical environmental, historic, and cultural data relevant to the site. Additionally, Rolluda identified the precise permitting pathways required to construct a modern laboratory facility on federal property and engaged in proactive consultations with city officials to align project requirements. These foundational efforts culminated in the development of preliminary predesign documentation, meticulous cost estimates, and realistic project schedules. Rolluda Architects then synthesized these findings into conceptual floor plans that optimized all primary, support, and auxiliary spaces, backed by a detailed narrative report and budget analysis. The final deliverable provided NOAA with a strategic roadmap and clear recommendations on the optimal development path to achieve their long-term scientific objectives. This comprehensive scope of work was successfully executed across three core phases, encompassing a detailed needs assessment, a facilities phased master plan, and a final comprehensive plan.
