As part of a multi-year, IDIQ contract, this project encompassed comprehensive facility condition assessments for nine major buildings within NOAA’s Western Regional Center. Situated on a sprawling 100-acre campus along the scenic shores of Lake Washington in Seattle, the site originally served as a naval air station before being acquired by NOAA in the early 1980s. Because the campus footprint remained largely unchanged since its initial civilian development, a rigorous evaluation was critical to safeguarding the federal asset and planning for its modern operational needs.

Rolluda Architects led a multidisciplinary team to perform physical and functional inspections of each building. The scope of work required an in-depth analysis of all structural, architectural, and core building systems to determine which components had exceeded their intended service lives and which retained viable utility. Moving beyond individual building envelopes, the team executed campus-wide interior and exterior facility assessments, as well as comprehensive evaluations of the supporting site infrastructure and landscaping. To ensure complete accuracy and thoroughness, the technical assessments were strategically executed while the buildings were unoccupied, allowing unhindered access to critical infrastructure, structural spaces, and specialized systems.

The finalized data served as the foundation for a strategic, forward-looking roadmap for the federal campus. Rolluda Architects identified, cataloged, and prioritized vital repairs, renovations, and system replacements, translating complex deficiencies into actionable, ranked recommendations for the owner. Coupled with planning-level cost estimates, this information provided NOAA with a defensible, data-driven framework. The resulting long-term master plan directly guided future capital investment proposals, equips agency leadership to successfully secure federal funding, and establishes a clear path forward for targeted repairs, major remodels, and potential new construction.
