Rolluda Architects, serving as the prime architect, led the visionary master planning effort for a new civic campus that integrates a Police Station, Municipal Court, Senior Center, and Community Center. Collaborating closely with the City’s steering committee, Rolluda developed a comprehensive space needs master plan for the entire 5.2-acre Civic Center campus, positioning it as a powerful catalyst for the surrounding Neighborhood Center. This landmark development is designed to transform the area into a vibrant destination, fostering recreational, cultural, and social activities that will actively drive local commercial growth and support the expansion of goods and services. Deeply rooted in local context, the campus design celebrates the City’s unique heritage, agricultural history, and its deep connection to the White River through dedicated on-site educational opportunities.
The project initiated with a meticulous city-wide Space Needs Assessment, evaluating current and projected facility requirements for all administrative and operational departments. From this foundation, Rolluda Architects delivered a Facilities Phased Master Plan that established viable phasing options for preferred design alternatives, complete with Rough Order of Magnitude cost estimations. To ensure seamless long-term execution, the firm also evaluated comprehensive financing strategies and will continue to support the City in preparing critical amendments to both the Comprehensive Plan and the Capital Facilities Plan.
